Director of Government Relations & Dairy
David is the government relations and member services representative for Cooperative Network’s dairy, mutual insurance, and telecommunications cooperatives. Before joining the association, he represented the 37th Assembly District in the Wisconsin State Legislature from 1992 to 2006. David was appointed in 1999 to the Legislature’s Joint Committee on Finance, which establishes and oversees the state budget. While in the Assembly, David led the rewrite of Wisconsin’s adoption laws and authored Wisconsin’s Livestock Siting Law.
David has been active in agriculture and cooperatives nearly his entire life. After graduating from the University of Wisconsin–Platteville with a degree in agricultural economics, he became vice president and herdsman for Wardland Inc., a corporation that has been in his family since 1844. David has served in leadership roles with the Jefferson County Farm Bureau, Wisconsin Milk Marketing Board, and Jefferson County Farmco Cooperative. He teaches agricultural policy at UW–Platteville every spring semester.
David is based in Cooperative Network's Madison office.
